In order to build a productive dialogue with all partied concerned and to ensure balanced development of the distributed power market the Distributed Power Generation Association maintains constant interaction with federal state authorities. The Association takes an active part in the promotion of strategic direction of the industrial sector development via enhancement of interaction and participation in joint sessions of the Energy Committee of the State Duma of the Federal Assembly of the Russian Federation, Ministry of Energy of the Russian Federation, Ministry of Industry and Trade of the Russian Federation, Ministry of Economic Development of the Russian Federation, Chamber of Commerce and Industry of the Russian Federation, etc.
The Association is effectively participating in legislative and regulation-setting process on the development of distributed power generation in the Russian Federation. The representatives of the Association take part in working group sessions to discuss special drafts of Federal laws: draft Federal Law “On Distributed Power Generation” as well as necessary additions and amendments to the Federal Law dated 26.03.03 No. 35-FZ “On Electric Power Sector” and the Federal Law dated 27.07.2010 No. 190-FZ “On Heat Supply”.
In 2015 the members of the Association attempted to determine legislatively a non-discriminatory nature of the procedure of the conclusion of electric power purchase and sale agreements between consumers and electrical power producers on the retail market. Consolidated opinion of the Association has been admitted to consideration by the Energy Committee of the State Duma of the Federal Assembly of the Russian Federation.
The Distributed Power Generation Association is also engaged into an active dialogue with representatives of public business organizations. The companies included into the Association are the members of All Russia Public Organization “Delovaya Rossiya”; M. A. Zagornov, the President of the Association, is the General Council member of the above mentioned business union. A series of initiatives concerning rules and regulations for the industrial sector as well as cooperation with monopolies and supervisory authorities has been taken into account by A. E. Repik, the President of “Delovaya Rossiya”.
The Association contributes to the improvement of the system of collection, processing and analysis of statistics data of the industrial sector, establishment of reliable communication channels between industrial-related ministries, the Association and other industry insiders. The Association prepares industrial statistical reviews on a regular basis.
