on International award «Distributed power generation – great achievements»

1. TERMS AND DEFINITIONS

1.1. Distributed Power Generation Association (hereinafter referred to as the Organizer) is a public organization that manages the Award and organizes the nomination process within the framework of these Regulations.

1.2. Winner of the Award is a title of honor awarded to a legal entity or individual for significant achievements in the field of small-scale distributed and renewable energy.

1.3. The shortlist of the Award is a list of nominees admitted to the competition by the Organizer in accordance with these Regulations.

1.4. The International Award "Distributed Power Generation - Great Achievements" is an independent award given to individuals and legal entities (companies or organizations) that have achieved significant performance in the field of small distributed and renewable energy in Russia and abroad.

1.5. The International Expert Council annually selects the award winners from among the nominees.

1.6. Nominee of the Award is a legal entity or an individual who has submitted an application for participation. The shortlist of the Award will be formed from the nominees admitted to the competition by the Organizer in accordance with these Regulations.

1.7. Nomination process - is an annual year-long cycle of the Award, that consists of the following main stages: informational mailing about the beginning of applications acceptance, submission of applications for the Award, expert evaluation and selection of the winners by the International Expert Committee, award ceremony.

2. GENERAL REGULATIONS

2.1. The International Award "Distributed Power Generation - Great Achievements" (hereinafter - the Award) is an independent award given to individuals and legal entities (companies or organizations) that have achieved significant performance and achievements in the field of small distributed as well as alternative energy in Russia and abroad. The winners are selected by independent voting of the members of the International Expert Council. 

2.2. Nominations of the International Award "Distributed Power Generation - Great Achievements "*:

2.2.1. "The best project in the field of small distributed power generation up to 5 MW"; 

2.2.2. "The best project in the field of small distributed power generation with a capacity of more than 5 MW";

2.2.3. "Best Renewable Energy, Storage and Electric Transportation Project";

2.2.4. "Domestic development in the field of small-scale distributed energy";                                        

2.2.5. "Investor of the Year in the field of small-scale distributed energy";

2.2.6. "Research and development in the field of small distributed energy".

2.3. The organizers reserve the right to make special nominations for the Award.. 

2.4. The goals of the Award are:

2.4.1. Supporting the development of the small distributed power industry in Russia;

2.4.2. Discovery of advanced projects, innovative and import-substituting technologies in the field of small-scale distributed power generation;

2.4.3. Emphasize economic and social significance of the small distributed energy sector in the mobilization economy of Russia;

2.4.4. Demonstration of opportunities of small distributed energy technologies in difficult economic conditions for business (reduction of energy costs);

2.4.5. Consolidation of engineering companies working in the small distributed power generation industry, creation of a common discussion platform for sharing experience, as well as discovery and replication of the best industry practices;

2.4.6. Search for investments to implement the most promising small-scale distributed energy projects;

2.4.7. Promotion of applied R&D in small distributed and renewable energy sector;

2.4.8. Enhancing the capacity of the scientific and engineering community in Russia during the period of sanctions pressure.

2.5. The prize set of the Award includes: diploma of honor  and an exclusive statuette "Golden Lightning" made by Zlatoust craftsmen. 

3. CONDITIONS FOR PARTICIPATION IN THE AWARD

3.1. Participation in the Award is free of charge.

3.2. Individuals and legal entities (companies or organizations) located on the territory of Russia and friendly countries, regardless of the form of ownership, carrying out their activities in the field of small distributed and renewable energy (design, engineering activities, production and supply of generating equipment, etc.), as well as research institutes and organizations conducting applied research and development in the field of small distributed and renewable energy are allowed to participate in the Award. Enterprises implementing small-scale distributed energy projects at their production facilities, investment funds and banking structures involved in the implementation of investment projects in the field of small-scale distributed energy are also invited to participate in the contest.

3.3. Companies participating in the Award must not be in a state of liquidation, bankruptcy, reorganization or suspension of economic activity.

3.4. Applications for the participation in the Award are accepted annually within the deadlines set by the Organizer and published on the Award's website https://energo-union.com/en. Application period continues for 60 calendar days from the beginning of the nomination period. The Organizer has the right to extend the deadline for the receipt of applications.

3.5. Applications are accepted in the electronic system on the Award's website https://energo-union.com/en 

3.6. Basic requirements for completing the electronic application for the Award:

3.6.1. Application form must contain valid contact details of the nominee;

3.6.2. Application form must contain a detailed description of the realized project or innovative development according to the proposed items to be filled in the electronic system on the website;

3.6.3. Application should be accompanied by photos of the project (development) and a presentation about the project (development);

3.7. A nominee has the right to apply for several nominations of the Award. However, one and the same project may be submitted only to one of the nominations specified in clause 2.2.

3.8. The submitted project must be implemented between 2021-2024 and must not have been recognized as a Winner in one of the previous years' Awards.

3.9. The nomination process is conducted on the principles of strict confidentiality. Preliminary public discussion of the nomination process is not envisaged.

4. PROCEDURE OF REVIEWING THE APPLICATIONS

4.1. Upon receipt of applications for the Award, the Organizer conducts an initial examination of the applications and checks their compliance with these Regulations.

4.2. The Organizer sends all applications that have passed the initial examination to the members of the International Expert Council and forms the shortlist of the Award.

4.3. The examination by the members of the International Expert Council is carried out within the terms established by the Organizer, but not longer than 30 calendar days.

4.4. The experts evaluate the applications and assign evaluation scores.

4.5. The organizer has the right to announce the names of shortlisted nominees before making a final decision on the winners of the current year's Award.

5. INTERNATIONAL EXPERT COUNCIL

5.1. The International Expert Council consists of leading specialists and analysts in the field of small distributed and renewable energy, representatives of the business community, heads of large energy enterprises, rectors of the country's industry-specific universities, as well as prominent Russian scientists. 5.2. The members of the International Expert Council have the right to:

5.2.1. To participate in all meetings of the International Expert Council and in all official events of the Award, including the annual Award ceremony;

5.2.2. Receive all necessary information about the activities of the International Expert Council and the nomination process;

5.2.3. Receive information about the works submitted to the contest and familiarize with their content;

5.2.4. Make proposals to improve the activity of the International Expert Council and the nomination process as a whole.

5.3. Members of the International Expert Council are obliged to:

5.3.1. To comply with the requirements of these Regulations and other fundamental documents of the Award;

5.3.2. Indicate their status of "member of the International Expert Council" in public speeches to enhance the image of the Award, increase the number of nominees for the Award by attracting professionals from different countries;

5.3.3. Not to make actions and statements that may damage the interests of the Award or the business reputation of the Organizer;

5.3.4. Not to disclose information related to the work of the International Expert Council, including the selection and discussion of nominees' works;

5.3.5. Keep the decisions of the International Expert Council on the awarding secret until the winners of the Award are officially announced.

5.5. The Organizer has the right to rotate the members of the International Expert Council on an annual basis. 

6. AWARD CEREMONY

6.1. The place and format of the Award Ceremony will be determined by the Organizer.

6.2. The persons, who are awarded, are given the title of honor "Winner of the International Award "Distributed Power Generation - Great Achievements" and are provided with a set of the Award (clause 2.5 of these Regulations). 

6.3. The winner of the Award has the right to indicate his/her status as "Winner of the International Award "Distributed Power Generation - Great Achievements" when participating in international events, interviews, publications, etc.
