"Business Russia has sent a package of proposals to the Russian Government to improve the procedure for technological connection to power grids. In particular, the business association requests the development of a mechanism for the FAS of Russia to review technical conditions for technological connection issued by electric grid organizations for their redundancy. This and other initiatives were adopted during a joint meeting of two subcommittees of Business Russia - the subcommittee on small-scale generation (headed by Maxim Zagornov, President of the Association of Small-scale Power Engineering) and the subcommittee on modernization and increasing the availability of energy infrastructure. The letter to the Russian Government was signed by Pavel Titov, President of Business Russia.
The letter outlines a number of initiatives aimed at eliminating redundant measures from technical specifications that lead to higher costs and delay the terms of technological connection to power grids;
In particular, Delovaya Rossiya proposed:
To develop a mechanism for reviewing technical specifications issued by electric grid organizations at the request of applicants for grid connection for their redundancy by the FAS of Russia. And based on the results of the review, in the event of abuse by an electric grid organization, to provide for prompt response measures, including the preparation of amendments to the regulations of the Government of the Russian Federation and communication of information to the control and supervisory authorities. Business Russia proposed to involve representatives of key public associations (including Business Russia) to participate in the procedure for reviewing technical specifications.
Consider the possibility of applying fixed rates for connected capacity per kW, which deprives electric grid organizations of the economic feasibility of searching for a "more complicated" connection scheme and creates direct incentives to connect applicants faster and cheaper (with less work on the part of the grid company).
At the first stage "Business Russia" proposed to apply fixed rates per kW for small connections (up to 150 kW), as this group of applicants is the least protected and qualified. At the second stage to expand the application of fixed rates of connected capacity (per kW) for consumers whose connected capacity does not exceed 5 MW.
To improve the procedure of technological connection (in terms of reducing the time and cost) to oblige the federal state energy supervision body at the stage of preparation of permission for admission (provided by the Rules of technological connection), at the request of the applicant, within the current established time limit, to prepare a conclusion on the composition of the measures to be taken by the applicant.
