On June 25, a meeting was held in Moscow discussing the topic «Creating conditions for the development of intelligent energy in hard-to-reach and isolated territories». One of the organizers of the event was AO «Corporation for the Development of the Far East and the Arctic». Maxim Zagornov, President of the Distributed Power Generation Association, Director of the Scientific and Technical Center for Autonomous Energy at MIPT, also participated in the meeting.
The meeting was held in preparation for the thematic session «Development of preferential regimes in the Far East and the Arctic», which will be held under the auspices of the Federation Council at the X Eastern Economic Forum. The main topic of the meeting is the search for solutions to modernize energy supply and develop intelligent energy in regions with isolated infrastructure.
Today, a number of Russian territories are outside the zone of centralized energy supply, this is especially true for remote areas of the Arctic, Siberia and the Far East. Worn—out diesel and coal generation, high tariffs, fuel supply disruptions - all this slows down the implementation of investment projects, reduces the quality of life of the population and limits the development of new industries.
Maxim Zagornov stressed that it is necessary to solve the problem of energy supply in the northern regions taking into account climatic features.
«In these regions, not only electricity is important, but also heat. Moreover, heat is required 3-4 times more than electricity. Renewable energy facilities themselves do not produce heat, so the most effective solution is hybrid energy complexes: thermal power plants, thermal boilers based on local resources — gas, geothermal sources supplemented with solar and wind energy,» said Maxim Zagornov.
According to him, despite the fact that the government is already sending significant funds to these regions, the main problem remains legislative barriers and the lack of investment return mechanisms.
«The problem is so acute and large-scale that there will be enough work for the next 10 years. To achieve a systematic result, it is necessary to combine the efforts of all parties — business, science, engineering companies and government. This is a task that is being solved by both the Distributed Power Generation Association and the MIPT Autonomous Energy Research and Technology Center» Zagornov emphasized.
Maxim Gubanov, Head of Energy and Housing and Communal Services at the Corporation for the Development of the Far East and the Arctic, also participated in the event. He noted the importance of pilot projects and new business models for creating sustainable energy in remote regions.
