The Association of Small Energy has raised the issue of the inexpediency of developing and approving power output schemes (POS) when carrying out the technological connection of power plants for own needs, without power output to the external network. The abolition of this requirement will allow consumers to commission energy facilities for their own needs in a shorter time frame and increase the accessibility of energy infrastructure. This proposal was sent for consideration to the Minister of Energy of Russia, Sergey Tsivilev.
As stated in the letter, in accordance with clause 10 (2) of the Rules for the Technological Connection of Energy-Receiving Devices of Electricity Consumers, Facilities for the Production of Electric Energy, it is stipulated that applicants carrying out the technological connection (TC) of electric power production facilities with a maximum capacity of more than 5 MW must develop and approve a power output scheme (POS). This requirement also applies to applicants who do not intend to output power from the connected electric power production facilities to the external network.
At the same time, grid organizations issue technical conditions (TC) for the TC of electric power production facilities with the condition "without power output to the external network." To eliminate legal collision in the TC procedure, it is advisable to develop POS for electric power production facilities with a capacity of more than 5 MW only in cases where the grid organization forms TC with the condition "with power output to the external network." In the opinion of the Association, it is only under these conditions that it is advisable to develop POS.
"The implementation of this proposal will allow electricity consumers to commission electric power production facilities for their own needs, 'without power output to the external network,' and therefore without developing POS, in a shorter time frame. The installation of electric power production facilities for own needs will help unload power supply centers, address issues of quality and reliability of electricity supply. It is important to note that these measures are carried out at the expense of electricity consumers. This is especially relevant in energy-deficient regions," noted the President of the Association of Small Energy, Maxim Zagornov.
The letter with this proposal was sent to the Minister of Energy of Russia, S.E. Tsivilev. In the opinion of the Association of Small Energy, this initiative will contribute to increasing the accessibility of energy infrastructure for the technological connection of electric power production facilities and eliminating excessive requirements for the development of an external power supply scheme for applicants who do not intend to output power to the external network.
