The Small Energy Association proposed creating a permanent body under the Federal Antimonopoly Service of Russia, which, upon applications from applicants for technological connection, will review the technical conditions issued by electric grid organizations for their redundancy. The Association outlined this initiative in a letter sent to the Government of the Russian Federation.
This initiative was put forward following the results of a meeting held on May 17 at the Federal Antimonopoly Service of Russia, dedicated to issues of technological connection. As stated in the letter from the Small Energy Association, “issues of accessibility to energy infrastructure are crucial for the launch of new and development of existing industries, as well as the stable and uninterrupted functioning of industries.”
That is why, according to the Association, “a prompt response to the abuse of monopoly rights that arises during the implementation of technological connection and leading to an increase in the costs of the country’s economy for the maintenance and development of infrastructure should be carried out at the stage of developing technical specifications by identifying and eliminating from them redundant measures that lead to to increase in cost and delay the timing of technological connection.”
In this regard, the Small Energy Association proposed considering the following initiatives.
1. Create a permanent body under the Federal Antimonopoly Service of Russia, which, upon application of applicants for technological connection, will review the technical conditions issued by electric grid organizations for their redundancy. And based on the results of the review, if abuse is detected on the part of the power grid organization, take prompt response measures, including preparing changes to the regulations of the Government of the Russian Federation and communicating information to control and supervisory authorities. The AME proposed to include representatives of the System Operator, Rostekhnadzor, design and engineering organizations, Glavgosexpertiza, and the Small Energy Association in the composition of this body.
Advertisement measures, the failure of which does not limit the possibility of connecting the applicant’s facilities.
These proposals were sent to the Government of the Russian Federation. According to the Small Energy Association, this initiative will reduce the time it takes to obtain a technological connection certificate for the applicant. And, as a result, it will increase accessibility to energy infrastructure, promote the development of existing industries, and the stable and uninterrupted functioning of various industries.
