On April 16, Maxim Zagornov, President of the Distrubuted Power Generation Association, Member of the General Council, Chairman of the Subcommittee on Small-Scale Generation of Business Russia, and Director of the MKS Group of Companies, took part in the All-Russian Meeting held on the sidelines of the 24th Moscow International Energy Forum. The event took place at the President Hotel (Moscow).
This year, the Forum is dedicated to the theme "Russia’s Fuel and Energy Sector in the 21st Century" and brought together leading representatives of government, industry organisations, academia, and company executives.
During the All-Russian Meeting, Maxim Zagornov delivered a report on the role of distributed generation at the plenary session "Ensuring Reliable Energy Supply: Strategic Objectives and Systemic Solutions".
Zagornov noted that distributed generation is becoming a logical response to the key challenges facing the industry. In 2025–2026, there has been an increase in electricity tariffs for businesses and the cost of technical connection, capacity shortages in several regions, as well as the deterioration of grid infrastructure, which raises the risk of accidents.
According to Zagornov, distributed generation directly addresses industry priorities by reducing the risk of capacity shortages given growing load demand, including from the digital economy, and by ensuring reliable energy supply and efficient operation of enterprises.
He emphasised that the Distrubuted Power Generation Association has been systematically developing the industry for over 15 years, participating in the formulation of regulatory frameworks, contributing to the modernisation of energy infrastructure, and implementing its own projects (60+ projects with a total capacity of 300 MW).
At the same time, further development of distributed generation is possible only through the implementation of systemic measures that necessarily take into account the needs of businesses when shaping state policy in the field of energy efficiency, Maxim Zagornov concluded.
